Sri Lanka: Japanese Grant Aid for Human Resource Development Scholarship program (JDS)

Overview



The Japanese Grant Aid for Human Resource Development Scholarship program (JDS) has been started in Sri Lanka since 2009. Up to now, a total of 15 fellows have been sent to Japan under the program and another 15 fellows will be sent in August 2011. JDS Program is now inviting potential applicants who understand its aims and are interested in 2 year master's degree program at Japanese accepting universities for the academic year 2012-2013. The program will be instructed in English. The number of dispatches is 15 per year.



Target Area (Sub-program / Component) and Accepting University



The JDS program consists of "Target Areas (Sub-program / Components)" as the priority fields of study, which corresponds to and deals with the target priority issues for the social and economic development of Sri Lanka. The fellows of the JDS program in Sri Lanka are selected from the Public Sector whose mission is closely related to the "Target Areas(Sub-program / Components)". This approach gives its most importance on "Selection and Concentration" on the target priority development issues, securing further effectiveness and efficiencies of the program.



Candidates are required to select one of the Target Areas (Sub-program/Components) with the Accepting University listed below.



Your research plan must be related to one of the research areas under the component of your choice.

Target Organization

Regarding the JDS program in Sri Lanka it is only open to the Target Organizations designated by the Operating Committee of JDS Sri Lanka as listed below.

  • Ministry of Finance and Planning
  • Ministry of Public Administration and Home Affairs
  • Ministry of Economic Development
  • Ministry of Provincial Councils and Local Government


Eligible Applicants

  • Citizens of the Democratic Socialist Republic of Sri Lanka
  • Below 40 year of age (Born on/ after April 2, 1972)
  • Has a Bachelors degree
  • Be a confirmed officer of the All-island Services in any of the four ministries.
  • Should possess both written and oral communication skills in English.
    • **Preferable minimum requirement is IELTS Academic Module 5.5 as overall score.
    • **Candidates who have not got the above minimum score are required to take IELTS exam on 5 November 2011. The IELTS exam and its fee will be arranged by JICE.
  • Following persons cannot apply;
    • a. Those who are currently either awarded or scheduled to receive another long term scholarship from a foreign fund. (i.e. Bachelors Degree or Master Degree.)
    • b. Those who have already taken a Master's Degree in a foreign country funded by foreign or local government scholarship.
    • c. are military personnel registered on the active list or person on alternative military service

*** JDS Participants are obliged to return to Sri Lanka on their graduation in order to make a contribution to the development of Sri Lanka through their work as a public officer.

The Government of Sri Lanka will request the successful candidates to sign an agreement on the conditions deemed necessary as scholarship participants under the JDS Program. It includes an article that says "Returned JDS Participants must remain in Sri Lanka and work for the Public Service at least seven (7) years".

Application and Selection Procedure

1. Explanatory Meeting

JICE will provide you with beneficial first hand information of JDS such as objectives of the program, selection procedure and how to prepare the application documents....at the meetings. If you are the person who meets the basic requirements, please come and make your queries clear as well as get more information. We look forward to seeing you there!

Kandy:September 8th 2011, 10:30 - 12:00

at Lake View Room, Queens Hotel, Kandy

2. Application Deadline

Before 12th October 2011 to your ministry.

Please check the deadline for you to submit your application to your department/organization.

DON'T submit it to JICE JDS Project Office directly.

Incomplete application documents shall NOT be accepted.

3. Tentative Schedule

  • 5 November 2011: IELTS and basic Mathematics examination
  • Mid of November 2011: First selection (screening the documents) by university
  • Mid of December 2011: Second selection (interview) by accepting university
  • End of January 2012: Third selection (interview) by Operating Committee
  • March to July 2012: Pre-departure trainings and orientation (mandator)
  • August 2012: Departure for Japan

Note

Research plan

Before an applicant writes the research plan, it is recommended to study "University Information" closely to make sure if the university has curriculums and faculty members relevant to your research plan. Applicants can acquire more information in the website of each university.

The research plan should be in connection with the Component, the program of applying university and future career plan in the belonging organization.
